PURPOSE:

The Water Resources Department requests approval of a contract with CDM Smith Inc. to provide InfoAsset Planner software implementation assistance in the amount of $198,500.

 

BACKGROUND:

The Water Resources Department works to prioritize and maintain infrastructure assets in the City through analysis of water and sewer system data and applied engineering principles.  Data collected through multiple software systems, including work order history, condition and assessment data, and asset inventory information through Geographic Information Systems (GIS), is combined in the InfoAsset Planner software to assist in establishing consequences and likelihoods of failure for assets and establishing a risk based score for water and sewer assets.  CDM Smith Inc. will support the City in this analysis and establishing risk-based scoring.   In addition, CDM Smith Inc. will also assist the City in refining current rehabilitation plans and developing financial predictions for future funding allocations that align with asset life cycles and risk analysis of water and sewer assets through InfoAsset Planner software.  This work is needed for support of the overall water and sewer rehabilitation program.

 

CDM Smith Inc, an on-call consultant, has expertise in the software system, InfoAsset Planner and its base platform, GIS.  In addition, CDM brings experience and expertise in sewer and water rehabilitation to the project.  For this contract, the project team will consist of CDM Smith Inc. and Stewart Engineering, a local MBE firm, and their utilization is 10% of the contract amount.

 

BUDGET IMPACT:

Funding for this project is budgeted in the Water Resources Enterprise Fund account 501-7081-01.5413 in the amount of $198,500.

 

RECOMMENDATION / ACTION REQUESTED:

The Water Resources Department recommends and requests that City Council approve the contract with CDM Smith Inc. for the InfoAsset Planner Implementation Engineering Services in the amount of $198,500.
