PURPOSE:

The Water Resources Department requests approval of a contract with HDR Engineering, Inc. of the Carolinas for the implementation of a pilot and preliminary design services for the Mitchell WTP Advanced Treatment of Emerging Contaminants Project in the amount of $2,627,466.00.

 

BACKGROUND:

The Water Resources Department continues efforts and researches ways to address the source of Per- and polyfluoroalkyl substances (PFAS) and the presence of this contaminant of emerging concern in the city’s water supply watershed. To date, the Water Resources Department has advanced a comprehensive and aggressive response to PFAS contamination in the city’s drinking water supply including measures in place to treat the water, however, these are not long-term solutions.  The City is ready to perform pilot testing and evaluation of advanced treatment options for emerging contaminants at the Mitchell Water Treatment Plant.  PFAS and other emerging contaminants will need to be evaluated with regard to source water quality, required plant production rates, and the impact of the process waste streams generated.  This project will help in determining both the technologies and the appropriate level of treatment required to remove and/or reduce contaminants to acceptable levels.   

 

The Water Resources Department issued a Request for Proposals (RFP) on July 30, 2020 for Professional Engineering services.  Four firms submitted by the September 3, 2020 deadline.  A selection committee comprised of internal Water Resources representatives, an external department representative and a representative of the MWBE office, evaluated and scored the proposals submitted by each firm.  The committee evaluated the submissions based on the understanding of the requested engineering services, experience in the requested services, responsiveness to the request, availability of staff to perform the work, and M/WBE participation. HDR Engineering, Inc. of the Carolinas received the highest score. 

 

HDR Engineering, Inc. of the Carolinas will provide professional engineering services for pilot testing, as well as preliminary design of the selected advanced treatment option. The team will include four local MBE firms - CriTek Engineering Group, MLA Design Group, SAMR, PLLC, and Jive Turkey’s LLC.  The team will also include three local WBE firms - Print Plus, Inc., Falcon Engineering, and Kennerly Engineering.  The anticipated project utilization is 12.15% MBE and 3.45% WBE of the total contract amount.

 

BUDGET IMPACT:

Funding in the amount of $2,627,466.00 is budgeted in the Water Resources Capital Fund Account #503-7030-04.5410. A budget adjustment is needed to use this account.

 

RECOMMENDATION / ACTION REQUESTED:

Water Resources requests City Council approval of a contract and the associated budget adjustment in the amount of $2,627,466.00 with HDR Engineering, Inc. of the Carolinas for the Mitchell WTP Advanced Treatment of Emerging Contaminants Project.
