PURPOSE:
The Greensboro Parks and Recreation Department has completed a construction contract for the parking and lighting improvements for the Glenwood Community Recreation Center. As part of the project's understanding a reimbursement from the Coliseum Blvd Church of Christ will begin and in order to appropriate the reimbursement funds for a future P&R improvement project, a budget ordinance is requested from Greensboro City Council in accordance with current city fiscal procedures.

BACKGROUND:
At the April 14, 2020 the Greensboro City Council approved the construction contract for parking and lighting improvements at Glenwood Community Recreation Center. Prior to the improvements the site frequently encountered traffic and parking issues due to lack of spaces. In order to temporarily help resolve this issue, the Parks and Recreation Department had utilized a shared use agreement with Coliseum Blvd Church of Christ since 2016 for overflow parking between both sites.

The Parks and Recreation Department worked with the Coliseum Blvd Church of Christ to develop the new traffic flow and expansion of parking lots between both sites. The project was funded with 2016 Bond funds and included a partial reimbursement from the Coliseum Blvd Church of Christ. The Coliseum Blvd Church of Christ signed the reimbursement agreement on April 14, 2020 for $10,000 once construction had been completed. The project was closed out in November 2020 and the Coliseum Blvd Church of Christ has agreed to start repayment in January 2021. ...
