PURPOSE:
A resolution is needed to authorize execution of an amended agreement with NCDOT for the Wendover Avenue Sidewalk Project (EB-5883).

BACKGROUND:
Project EB-5883 will construct sidewalks on both sides of West Wendover Avenue from Grecade Street to Church Street and East Wendover from both sides of Summit Avenue to US 29. The project also will fill in gaps along intersecting streets and make improvements to existing sidewalks along Wendover Avenue. The project will improve pedestrian safety, accessibility, and mobility, and provide connections to transit, retail businesses, parks and greenways, residential areas, medical facilities and services.

NCDOT agreed to participate in project costs after the Metropolitan Planning Organization (MPO) submitted the project for consideration under the Prioritization 4.0 project selection process. The current municipal agreement provided funding for design with provisions for supplemental agreements to add right-of-way and construction funding once a detailed cost estimate could be prepared. With the design based cost estimate now available, NCDOT has now agreed to reimburse the City for 80% of all eligible design, right-of-way, and construction costs. At this time, the Department has provided an amended agreement to provide for reimbursement of 80% of all project costs.
