PURPOSE:
The bids for Contract 2015-036, South Josephine Boyd Street Roadway and Sidewalk Improvements, have been received. In order for the work to proceed on this contract, City Council approval is requested for award of the contract to Atlantic Contracting Company, Inc. for $1,154,777.25.

BACKGROUND:
This project includes federal/state funding and is subject to the U.S. Department of Transportation Disadvantaged Business Enterprise (DBE) program. The M/WBE Program Plan expressly states, "...the following categories of contracts shall be excluded from the scope and application of this Program Plan: (a) Contracts that are subject to the U.S. Department of Transportation Disadvantaged Business Enterprise Program and Airport Concessions Disadvantaged Business Enterprise Program as set forth in 49 CFR Parts 23 and 26 or any successor regulations or legislation."

The DBE goal for this project is 9.00%. Atlantic Contracting Company is a DBE firm and will achieve the DBE goal of 9.00% with its own workforce.

The work consists of all labor, equipment, and materials required for the installation of roadway and sidewalk improvements on South Josephine Boyd Street from Spring Garden Street to north of Wright Avenue. The work includes fine grading, storm drainage, asphalt paving, pavement markings, pedestrian signals, retaining walls, erosion control and ADA compliant sidewalks and wheelchair ramps.
