PURPOSE:

The City of Greensboro is purchasing four (4) replacement 40 foot clean diesel buses from New Flyer, Inc. from the Piedmont Authority for Regional Transportation (PART) Bus Contract. A resolution is required to authorize this purchase.

 

BACKGROUND:

The Piedmont Authority for Regional Transportation (PART), in partnership with the Cities of Concord, Fayetteville, Greensboro, and High Point, Goldsboro/Wayne Transportation Authority, AppalCART, and Western Piedmont Regional Transportation Authority solicited bids for the purchase of heavy duty transit buses. A five year contract was awarded to New Flyer, Inc. on June 10, 2020. This contract is due to expire on June 10, 2025.

 

The City of Greensboro is proposing to purchase four (4) 40 foot clean diesel low-floor buses for use by the Greensboro Transit Agency (GTA) fixed route service. The purchase of these buses will allow GTA to continue efforts to replace old diesel buses that have exceeded the Federal Transit Administration useful life standard of 12 years/500,000 miles with clean diesel models.

 

This purchase is included in the FY20-21 Program of Projects approved by the Greensboro Urban Area MPO on June 24, 2020. A State Transportation Improvement Project (STIP) amendment approving this project was adopted by the North Carolina Board of Transportation on August 14, 2020.

 

BUDGET IMPACT:

Funding for the project is as follows:

 

$1,768,282   Federal

$   312,050  Local

$2,080,332

 

These funds were previously approved by Council and are budgeted in GTA Grant Fund account 567-4537-03.

 

RECOMMENDATION / ACTION REQUESTED:

The Department of Transportation recommends and requests that the City Council approve the attached Resolution authorizing the City to purchase Clean Diesel buses from New Flyer, Inc. from the Piedmont Authority for Regional Transportation (PART) bus contract.
