PURPOSE:

The City of Greensboro Water Resources Department is requesting to enter into a construction management services contract with C2 Contractors, LLC to provide construction administration and RPR services for the Sanitary Sewer and Water Line Rehabilitation Project. City Council approval of a contract in the amount of $399,300 is requested.

 

BACKGROUND:

The Water Resources Department has over 1,500 miles of sanitary sewer lines and has a comprehensive sewer rehab program.  As sewer lines age, pipes deteriorate, roots intrude into the sewer system and often times the service, lateral connections fail. The City has a goal of rehabilitating 1% of the sewer system by 2027.  Rehabilitation methods include bursting, sliplining or cured in place pipe. Contract 2020-020 with Cajenn Construction & Rehabilitation Services, Inc. for the 2020 Sanitary Sewer and Water Line Rehabilitation Project was approved by City Council on October 20, 2020.

 

On August 21, 2020 the Executive Department issued a Request for Statement of Qualifications (RFQ) for On-Call Construction Manager Services. Eight firms submitted proposals by the September 30, 2020 deadline. The firms who submitted a proposal were AIM Green, LLC, C2 Contractors LLC, Hicaps, Inc., Jessup Company, PEG Contracting Inc., S&S Building and Development, LLC, Samet Corporation and Volkert, Inc.  A selection committee evaluated and scored the proposals submitted by each firm. The committee evaluated the submissions based on qualifications of the firm, level of general contractor’s license, certification as NC Historically Underutilized Business, local preference, past performance/references for scopes of work. C2 Contractors, LLC obtained the highest score and was selected as the best-qualified firm to perform services based on the qualifications mentioned.

 

C2 Contractors, an MBE firm, has been selected as the prime contractor to provide construction administration and RPR services.

 

 

BUDGET IMPACT:

Funding is budgeted in Water Resources Operations Fund account 503-7030-02.6017 A21042 in the amount of $399,300.

 

RECOMMENDATION / ACTION REQUESTED:

The Water Resources Department recommends City Council approve the construction management services contract with C2 Contractors, LLC in the amount of $399,300.
