PURPOSE:

City Council is being requested to approve Change Order No. 2 in the amount of $162,241 for Contract Number 2019-0850 to Bar Construction, Inc. for the completion Phase II Improvements for Keeley Park Phase II for the Parks and Recreation Department of the City of Greensboro.

 

BACKGROUND:

In 2006, the Keeley Park Master Plan was developed to provide recommendations for the development of the City’s former nursery site to meet the recreational needs of residents.

 

In 2018, the Greensboro’s Parks and Recreation Department was awarded a LWCF matching grant for the Phase II park development at Keeley Park. The $250,000 matching grant will reimburse the City of Greensboro for the project scope of work that includes: fitness equipment, four cornhole courts, open space area, bike trails (completed 2019), three shelters with picnic tables; one shelter with restrooms, additional trails, playground renovation for inclusive play, splash pad renovation with shade structure, community garden renovation with raised beds, 18 hour disc golf course (completed 2019).  Other Phase II improvements will include overall site preparation, grading and 87 additional parking spaces.

 

In 2019 the Greensboro’s Parks and Recreation Department was awarded a grant for the North Carolina Parks and Recreation Association for the purchase of an all-inclusive playground unit. This playground called “Up in the Air” will be the largest all-inclusive playground west of Raleigh and the only one owned by the City of Greensboro.

 

City Council approved the Contract #2019-0850 in the amount of $2,197,000 on November 19, 2019 for award to Bar Construction, Inc.  The construction for the site began in January 2019. At the August 18, 2020 meeting change order #1 was approved for the grading and septic expansion for the project since Keely Park is not serviced by City water and sewer. Change order #2 for $162,241includes additional concrete pad at garden area and playground, French drain, unsuitable soils, stone veneer at shelters, new railings at playground, fans at shelters and dirt removal from the parking area.

 

At the time of the contract award the contract goals were MBE 10% and WBE 10% and the contractor exceed both the MBE goal at 12.12% and the WBE goal at 12.72%. With the addition of the change order #1 of $121,836 the MBE decreased to 12.02% and WBE utilization decreased to 12.22%. MWBE participation still exceeded the initial goals set for the project. Change Order #2 in the amount of $162,241.00 will increase the total contract value to $2,481,077.00. The changes in the project will increase the MBE utilization to 16.31% and the WBE utilization to 12.27%.See the attached memo from the MWBE Office.

 

BUDGET IMPACT:

The total contract amount will increase to $2,481,077 which includes the $121,836 change order #1 and change order #2 for $162,241. Funding for this contract is budgeted in account number 220-5089-01.6019.

 

RECOMMENDATION / ACTION REQUESTED:

It is recommended that the City Council approve the Change Order No.2 for Contract #2019-0850 with Bar Construction, Inc. for the completion of Phase II improvements at Keeley Park the amount of $162,241 for a total contract amount of $2,481,077.
