PURPOSE:

City Council is requested to consider a resolution authorizing the extension of a contract with Housing Consultants Group to provide homebuyer education, pre-and post-purchase counseling, foreclosure mitigation and homeowner maintenance education services. These activities will be carried out under the City’s Housing Connect GSO programs for homeownership. This is the second one-year extension of the City of Greensboro agreement.

 

BACKGROUND:

In 2018, the City issued a request for proposals from HUD-certified counseling agencies to provide homebuyer education, pre-and post-purchase counseling, foreclosure mitigation and homeowner maintenance education services to increase our pool of qualified homebuyers and help them maintain housing stability. Housing Consultants Group is the selected vendor for a one year contract. Services will be provided at the Housing Hub location (1031 Summit Avenue) and in community locations. Referrals will be made to the City’s down payment assistance program for closing assistance, and housing rehabilitation programs for repair and rehabilitation needs.

 

Housing Connect GSO links homebuyers, homeowners, and City partners through counseling, education, financial assistance and collaborations to ensure successful homeownership in the Greensboro area.  Through these comprehensive homeownership services, the City of Greensboro’s Neighborhood Development Department empowers potential homebuyers to make informed choices from selecting to buying a home. 

 

BUDGET IMPACT:

Community Development Block Grant funds are already budgeted for this activity.

RECOMMENDATION / ACTION REQUESTED:

City Council is requested to approve a contract of $100,000 with Housing Consultants Group for homeownership services and to authorize the City Manager to execute the contract agreement.
