PURPOSE:

The City received additional State Transportation Improvement (STI) funds from the North Carolina Department of Transportation (NCDOT) to support the J. Douglas Galyon Depot Renovation project. The City will also be providing additional local funds to support this project. A budget ordinance needs to be approved to appropriate the additional funds.

BACKGROUND:

The City received a FFY 2016 FTA Section 5339 b, Bus and Bus Facilities discretionary grant, in the amount of $960,000, for renovation of the GTA areas of the J. Douglas Galyon Depot. The scope of this project includes expansion and relocation of the Operator's Lounge, staff offices, and customer waiting area and restroom facilities as well as a new 'concierge style' ticket counter and call center and security station centrally located to enhance convenience and visibility. Roof replacement and HVAC work for the GTA sections of the facility are also included.

The Greensboro Urban Area Metropolitan Planning Organization (GUAMPO) was able to secure State Transportation Improvement (STI) funds from NCDOT under the STI prioritization process in the amount of $270,000.  Since that time NCDOT has agreed to increase its funding share to $373,000 on the condition that the City also increase its commitment from $270,000 to $373,000.

BUDGET IMPACT:

Funding for this project is increasing as follows:

$103,000     State Funds

$103,000     Local Funds

$206,000

Upon approval of the ordinance and associated budget adjustments, total project funding will be as follows:

$960,000     Federal Funds (56%)

$373,000     State Funds (22%)

$373,000     Local Funds (22%)

$1,706,000

RECOMMENDATION / ACTION REQUESTED:

The Department of Transportation recommends and requests that the City Council approve the attached budget ordinance amendment to increase the state and local match for the FFY 2016 5339b Bus and Bus Facilities Discretionary Grant.
