PURPOSE:
The City of Greensboro Metropolitan Planning Organization received a grant award from the Federal Transit Administration (FTA) and North Carolina Department of Transportation (NCDOT) to support on-going short-range service planning activities for the Greensboro Transit Authority (GTA). An ordinance must be adopted to establish the budget for this grant and allow the expenditure of funds.
BACKGROUND:
The Greensboro Urban Area Metropolitan Planning Organization (GUAMPO) adopted a resolution authorizing GTA’s FY20-21 Program of Projects, including the FY2021 FTA Section 5303 Planning Assistance grant on June 24, 2020. This grant allows the City (through the Public Transportation Division) to commission an ADA Operational Analysis. The grant also supports two full-time Transit Services Planner positions for the City of Greensboro Department of Transportation.
BUDGET IMPACT:
Funding for this agreement will be as follows:
$195,321 (80%) Federal
$ 24,415 (10%) State
$ 24,416 (10%) Local
$244,152
The City will be required to provide matching funds in the amount of $24,416. These funds are budgeted in the Transit Operations Account Number 564-4531-01.
RECOMMENDATION / ACTION REQUESTED:
The Department of Transportation recommends and requests that City Council approve the attached ordinance establishing the budget for the North Carolina Department of Transportation FY 2021 FTA Section 5303 Planning Assistance Grant.
