PURPOSE:
The Federal Transit Administration (FTA) has awarded federal grant funds under the discretionary Innovations in Transit Public Safety Grant Program to the City of Greensboro. An ordinance is needed to establish the budget and allow the expenditure of funds.

BACKGROUND:
The FTA Innovations in Transit Public Safety Grant Program funds projects that identify innovative solutions to reduce or eliminate human trafficking occurring on transit systems, protect transit operators from the risk of assault, and reduce crime on public transit vehicles and in facilities.

The City of Greensboro is utilizing this federal funding award to purchase a two-year subscription to a real time security reporting application to enable immediate reporting of security issues and incidents from riders, employees, and the general public. With the growing worldwide issue of human trafficking, the City is also launching a human trafficking public awareness and education campaign in conjunction with the City's Communications and Police departments. The City hopes to combat this issue through the use of this reporting application, as well as improving the safety and security of the transit system.

The Greensboro Urban Area Metropolitan Planning Organization (GUAMPO) approved the projects at their June 24, 2020 meeting.

BUDGET IMPACT:
Funding for this grant will be as follows:

$34,400 Federal (80%)
$ 8,600 Local Match (20%)
$43,000

Funding for the local match will come from Transit Operations Account 564-4531-01-6567.
