PURPOSE:
The City of Greensboro has received funds from the Federal Transit Administration (FTA) to support eligible expenses for the Federal Fiscal Year 2020 FTA Section 5307 Transit Security and Routine Capital Assistance Program and the Federal Fiscal Year 2020 FTA Section 5339 Bus and Bus Facilities Program. A budget ordinance needs to be approved to allow the expenditure of funds.
BACKGROUND:
According to FTA recommendations, the City’s Federal Fiscal Year (FFY) 2020 FTA 5307 and 5339 apportionments have been combined into one super grant.
FTA’s Section 5307 Urbanized Area Formula program funds transit capital and operating assistance in urbanized areas and transportation related planning. These funds will support three (3) projects under the category of routine capital assistance and one (1) project under the category of transit security enhancements. The projects are as follows:
$100,000 Purchase bus shelter infrastructure for the Greensboro Transit Agency.
$58,719 Support the purchase of replacement security cameras for J. Douglas Galyon Depot.
$2,080,332 Purchase four (4) replacement clean diesel 40-foot transit buses.
$164,706 Purchase two (2) replacement paratransit vehicles.
FTA Section 5339 funds can be used to replace, rehabilitate, and purchase buses, vans, and related equipment and to construct bus-related facilities. These funds will be used for the following project:
$680,507 Purchase overhead fast charging station to be located at the J. Douglas Galyon Depot
At their June 24, 2020 meeting, the Greensboro Urban Area Metropolitan Planning Organization (GUAMPO) approved the projects.
BUDGET IMPACT:
Funding for this project will be as follows:
$2,613,688 Federal (85%)
$ 470,576 Local (15%)
$3,084,264
Funding for the local match will come from Transit Operations Fund account 564-4531-01-6567. A budget adjustment is required to move funds into the appropriate account.
RECOMMENDATION / ACTION REQUESTED:
The Department of Transportation recommends and requests that the City Council approve the attached budget ordinance establishing funding for the FY 2020 FTA Section 5307 Security and Routine Capital Assistance Grant and FTA Section 5339 Bus and Bus Facilities Grant.
