PURPOSE:

A revised resolution is needed to execute the NC Governor’s Highway Safety Program Agreement of Conditions. Council approved this resolution during the August 18, 2020 Council Meeting. A revised resolution demonstrating a local cash match in the amount of $14,971 is required.

 

BACKGROUND:

The Greensboro Department of Transportation applied for a Governor’s Highway Safety Program funding grant to support implementation of the Vision Zero Greensboro Action Plan.  The Governor’s Highway Safety Program promotes traffic safety improvements through a variety of programs including grants to local governments, and has advanced the City’s grant application to the final stage of review. Approved by City Council in May 2019, the Action Plan provides an interdepartmental framework of action intended to significantly reduce traffic fatalities and serious injuries over time with a long-term goal of zero. 

 

This grant will provide funding support for a new, limited-term engineer position and/or consultant services dedicated to implementation of the Vision Zero Greensboro Action Plan.  Work areas include management and analysis of crash data; identification of needed safety countermeasures including infrastructure, education, and enforcement needs; system level analysis of the high injury network and tracking of safety performance measures; identification of needed changes to City policies including design standards and guidelines; and promoting transportation safety for all modes. The grant will provide federal funding for one year with the ability to reapply and receive funding support for up to two additional years. The requested federal amount for federal FY 2020-2021 is $84,835 with a required local cash match of $14,971.

 

Once the grant award is finalized, City Council approval of a municipal agreement and budget ordinance will be requested. 

 

BUDGET IMPACT:

The Agreement of Conditions requires a cash match commitment of $14,971. Funding is available in 101-4501-01.  A budget adjustment is needed to move funds to the appropriate account. 

 

RECOMMENDATION / ACTION REQUESTED:

The Transportation Department recommends and requests approval of the revised resolution authorizing the NC Governor’s Highway Safety Program Agreement of Conditions.
