PURPOSE:
The City of Greensboro Water Resources Department wishes to establish grant funding from the Department of Commerce to construct the Birch Creek Sewer Improvements, Phase I Project. Council approval is requested for a budget ordinance to permit the expenditure of funds.

BACKGROUND:
On March 20, 2018, City Council approved a resolution authorizing an Economic Development Incentive Grant to Publix Supermarkets, Inc. and for the extension of water and sewer infrastructure. Publix Supermarkets, Inc. announced on August 29, 2018 their commitment to the site.

Greensboro pursued a grant help provide funding for the cost of the new water and sewer infrastructure required for the site development.

The City of Greensboro was awarded $1.5 million by the North Carolina Industrial Development Utility Fund Grant Program from the Department of Commerce for the Birch Creek Sewer Improvements, Phase I Project. City Council approved the grant agreement on November 20, 2018 by resolution 018-0711.

Tonight, by separate resolution, City Council will be asked to award the first phase of the project called Birch Creek Utility Extension Project in the amount of $5,891,226. A second phase of the Birch Creek utility extension project will allow for the upgrade of the existing Birch Creek Lift Station, as it is nearing capacity, which will allow for further development within that area of Guilford County.
