PURPOSE:
Ordinance changes are needed to regulate e-scooter/micromobility company services in Greensboro and to modify definitions and provisions regulating the use of such vehicles.

BACKGROUND:
In November 2018, City Council approved ordinance amendments to allow the use of e-scooters on roadways with speed limit of 35 MPH or less and establish requirements of a permit program for e-scooter share operators under a pilot program. The pilot Standup Electric Scooter (E-scooter) Share Permit Program has been in effect since January 2019. The Transportation Department conducted a thorough review of the pilot program including usage data, surveys of Greensboro resident opinions and preferences, a review of available crash data, and consultation with Legal, GPD, UNCG, NC A&TSU, and Parks and Recreation.
At this time the Transportation Department recommends ordinance changes to update definitions relating to e-scooters and similar micromobility vehicles. The proposed changes create a micromobility vehicle classification including e-scooters and permits their operation under the same regulations as bicycles on all roads (other than interstates and access controlled expressways) and on sidewalks outside of the central business district.
The proposed ordinance changes also establish a longer term program structure for permitting and regulating shared micromobility services. These changes will be needed for GDOT to permit a new provider under a recently issued RFP seeking a micromobility provider for a two-year period, ...
