PURPOSE:

Receipt of CARES Act funding provided to Guilford County and subsequently allocated to the City of Greensboro requires adoption of the attached Intergovernmental Agreement.

 

BACKGROUND:

Guilford County received approximately $93.7 million from the United States federal government via the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) to provide local relief for expenditures incurred due to the public health emergency.  Guilford County has established an allocation plan for the funds that includes $15.1 million for municipalities within Guilford County and well as Guilford County Schools.  Within this local government allocation, Guilford County has specified up to $2,947,260 for the City of Greensboro. 

 

To begin the process of expense reimbursement on behalf of the City of Greensboro, Guilford County has requested that the City adopt the attached Intergovernmental Agreement For Participation in Guilford County Local Government COVID-19 Reimbursement Program.  The agreement identifies eligible expenses for reimbursement and the process for documentation and submittal of expense reimbursement requests. 

 

As a matter of administrative convenience, payroll costs for public safety employees are considered payment for services substantially dedicated to mitigating or responding to the COVID-19 emergency, meeting the requirements of the interlocal agreement.  Therefore, the City of Greensboro will submit eligible public safety salary expenses from within the allowable dates of March 1, 2020 and December 1, 2020.

 

BUDGET IMPACT:

No budget impact at this time.  Funds received will be appropriated at a later date.

Council is requested to adopt the accompanying resolution.
