PURPOSE:

City Council is requested to authorize a subrecipient contract with Housing Consultants Group, a local non-profit agency, for the purpose of providing emergency mortgage assistance to households experiencing economic hardship due to the Coronavirus pandemic. The proposed funding recommendation is consistent with the goals identified in the City’s FY 2019-2020 Annual Action Plan.

 

BACKGROUND:

In June 2020, Council approved Neighborhood Development to award Community Development Block Grant Coronavirus (CDBG-CV) program funding to Housing Consultants Group for the purpose of an emergency mortgage assistance program. The program has been in operation since August 6, 2020 and has served approximately 30 households within four weeks. A subrecipient contract funded with up to $275,000 of FY 2019-20 federal CDBG funds will allow Housing Consultants Group to continue providing emergency mortgage assistance payments to households experiencing economic hardship due to the Coronavirus pandemic without a gap in service.

 

The Neighborhood Development Department recommends FY 19-20 CDBG funds be used for public service subsistence payments in the form of mortgage assistance in an amount up to $275,000.

 

Housing Consultants Group is a tax-exempt organization and has satisfied board member and staff training requirements for receiving FY 19-20 CDBG funding.

 

BUDGET IMPACT:

FY 2019-20 federal CDBG funds in the amount of $275,000 from account 212-2120-82.5931 will be used to fund the recommended contract.

 

RECOMMENDATION / ACTION REQUESTED:

Council is requested to authorize the City Manager to execute the contract documents for emergency mortgage assistance used to prevent, prepare for, and respond to the Coronavirus pandemic.
