PURPOSE:
To rescind Resolution #18-0533, and combine the Greensboro Criminal Justice Advisory Commission and the Police Community Review Board into one entity for a total of nine members.

BACKGROUND:
On August 21, 2018, pursuant to Session Law 2018-105 (House Bill 1080), City Council adopted Resolution #18-0533, which created the Greensboro Criminal Justice Advisory Commission (GCJAC), and made the Police Community Review Board (PCRB) a sub-committee of the GCJAC. At its creation, the GCJAC consisted of nine members, representative of City demographics, with leadership, and criminal justice experience. Three of those members made up the GCJAC's Executive Committee. The Executive Committee was responsible for nominating the remaining six members of the GCJAC, to be appointed by the Mayor (with City Council approval). The PCRB consisted of seven members - four appointed by the GCJAC Chairperson (from the GCJAC membership), and three appointed by the Mayor (with City Council approval).

The GCJAC requests to combine the GCJAC and the PCRB into one entity; thereby, making all of the current remaining nine members of the GCJAC and PCRB, GCJAC members. Combining the GCJAC and PCRB into one entity, to be called the GCJAC, will allow the members reviewing citizen appeals via the PCRB process, to also review the police policies and identify patterns and systemic issues, which are often times the underlying complaint in citizen appeals.
