PURPOSE:

The Federal Transit Administration (FTA) has awarded $265,584 in federal funds under the Section 5310 Enhanced Mobility for Seniors and Individuals with Disabilities Program to the Greensboro Urban Area.  An ordinance needs to be approved to establish the grant budget. 

 

BACKGROUND:

The Section 5310 program supports projects that serve the special needs of transit dependent populations beyond traditional public transportation service, exceed the requirements of the ADA act, improve access to fixed route service and decrease reliance on complementary Paratransit service, and provide alternatives to public transportation. The City of Greensboro is the designated recipient for these funds.

 

The Greensboro MPO conducts a competitive selection process for this funding. At their May 13, 2020 meeting, the Transportation Advisory Committee awarded funding to the City of Greensboro Public Transportation Division and Guilford County Transportation and Mobility Services (TAMS) to support eligible operating expenses.

 

The City of Greensboro will use Section 5310 funding to provide early morning dialysis trips during weekdays and Saturdays for seniors and individuals with disabilities who meet the program goal and when public transportation is insufficient, inappropriate, or unavailable. As the designated recipient for Section 5310 funds, the City of Greensboro Public Transportation Division will utilize 10% of the area allocation to support program and grant administration costs, including sub-recipients to ensure federal reporting requirements are met. There are no additional costs to the City associated with this activity. 

 

Guilford County TAMS will use Section 5310 funding to provide transportation services for elderly individuals with disabilities and low-income individuals that are on the waiting list to access transportation to employment, education, and medical trips.

 

BUDGET IMPACT:

The City of Greensboro’s local match will be provided through in-kind services. No additional City funds are required.

RECOMMENDATION / ACTION REQUESTED:

The Transportation Department requests and recommends that the City Council approve the attached grant project budget ordinance in the amount of $350,873 to support eligible project expenses.
