PURPOSE:
A federal grant from the Federal Transit Administration (FTA) requires an agreement between the City and Guilford County. In accordance with North Carolina state statutes, an interlocal agreement requires City Council authorization.

BACKGROUND:
Federal Transit Administration (FTA) Section 5310 funds are available for capital and operating expenses that: 1) serve the special needs of transit dependent populations beyond traditional public transportation services where public transportation is insufficient, inappropriate, or unavailable; 2) fund projects that exceed the requirements of the American with Disabilities Act (ADA); 3) fund projects that shall improve access to fixed route service and decrease reliance of complementary paratransit service; and 4) fund projects that are alternatives to public transportation. The recipient agencies agree to work collaboratively to enable increased opportunities for elderly, disabled, and low-income individuals to access transportation for employment, education, and medical needs. The City of Greensboro is the designated recipient for these funds.
