PURPOSE:
The contract with UZURV Holdings, Inc. for the Third Party Supplemental Transportation Program (SCAT I-Ride) for the Greensboro Transit Agency is set to expire September 30, 2020. A resolution authorizing a new contract needs to be approved in order to maintain continuity of the SCAT I-Ride Program.
BACKGROUND:
The City initiated a Request for Proposal (RFP) process on July 17, 2020 to select a qualified service provider for the SCAT I-Ride Program. The RFP indicated that the work performed under the contract would be paid on a Cost per Mile Pricing Structure in which the rider is responsible for the first $6.00, GTA is responsible for the next $15.00, and the rider would be responsible for the remaining cost based upon the trip’s mileage.
The RFP process was conducted in full compliance with the FTA Circular 4220.1F requirements for “Third Party Contracting.” The Proposal was rated based upon a maximum total score of 100 points or 100 weighted points. It should be noted that the RFP was designed to enable the City to select the Proposer that provided the “Best Value” through the competitive procurement process.
The proposals were due to the City on August 12, 2020. The City received proposals from Landflight Express, LLC based in Greensboro and UZURV Holdings, Inc. based in Richmond, VA.
An Evaluation and Selection Committee was established to perform a technical evaluation of each proposal. On August 21, 2020, the Committee conducted Virtual Interviews with both firms to address questions and deficiencies in their proposals.
The Committee, pursuant to the RFP, focused on “Best Value” rather than low bid, and evaluated the proposed costs in relation to the quality and level of service provided. The qualifications of the proposers, the proposed operating methodology, and the proposed cost component were considered in evaluating cost effectiveness.
Following the review and interviews, the Committee recommends the UZURV Holdings, Inc. proposal as providing the best value.
BUDGET IMPACT:
The three year-total contract costs are projected to be:
Year 1 October 1, 2020 - September 30, 2021 $250,000
Year 2 October 1, 2021 - September 30, 2022 $250,000
Year 3 October 1, 2022 - September 30, 2023 $250,000
Funds to support Year 1 expenses are funded from the Coronavirus Aid, Relief, and Economic Security (CARES) Act in account 567-4534-01.5429. Funds to support Year 2 and 3 expenses will need to be appropriated annually as part of GTA Transit Operations budget.
This project is federally funded and must adhere to the U.S. Department of Transportation Disadvantaged Business Enterprise Program requirements. M/WBE firms from the Greensboro Relevant Market were notified of the opportunity to submit a response. UZURV Holdings, Inc. will self-perform the duties required of the contract.
RECOMMENDATION / ACTION REQUESTED:
The Department of Transportation recommends and requests that the City Council approve the attached resolution awarding the contract to UZURV Holdings Inc., for the Third Party Supplemental Transportation Program for a cost not to exceed $750,000 beginning October 1, 2020 through September 30, 2023.
