PURPOSE:
City Council to allow "signing authority" for Global Access Agreements and the issuance of monitoring well/ soil boring permits to the Director of Field Operations (or his designee). Typically, these types of access agreements are associated with environmental investigations, including but not limited to the installation of groundwater monitoring wells and soil borings, that known or suspected contamination may have migrated from a known or suspected contaminated site and now has the potential to impact surrounding properties including City properties and City Right-of-Ways.

BACKGROUND:
Currently, any responsible party looking to conduct investigations off site must obtain a Global Access Agreement if said investigation requires sampling on City property or in City Controlled Right-of-Ways. This access agreement currently requires the approval of Council before the responsible party can apply for a monitoring well permit. By allowing the Director of Field Operations (or his designee) to review and approve these agreements the responsible party gains much needed time necessary to respond and investigate the potential impacts related to their properties impacts to the environment.
BUDGET IMPACT:
There is no impact to the Field Operations budget since this can be viewed as part of the existing environmental support duties and responsibilities.
