PURPOSE:
The bids for Contract 2016-066A - Liberty Road Water and Sewer Improvements, Phase I, have been received. In order for the work to proceed on this contract, City Council approval is requested for award of the contract to Garney Construction for $7,785,174.00.
BACKGROUND:
The work consists of all labor, equipment, and materials required for the installations of 17,850 linear feet of 16" waterline as well as 14,250 linear feet of 16" sanitary sewer.
The bids were opened on August 4, 2020. The MBE participation goal was 4.2% and the WBE participation goal was 4.3%. The contractor commitment for these goals is MBE 4.20% and WBE 6.12%.

Yates Construction $8,171,377.62 MBE=4.20% WBE=6.12% Stokesdale, NC
Jimmy R. Lynch & Sons $11,372,520.02 MBE=0.55% WBE=5.10% Pilot Mountain, NC
Six other bids were received, with three bidders withdrawing their bids before the final opening, and the remaining three bids being non-responsive for meeting neither MWBE goals nor good faith efforts.
The proposed date for start of construction is October 2020. The proposed date of completion is August 2021.
BUDGET IMPACT:
Funds in the amount of $4,513,803.00 for the construction of the water lines associated with this contract are budgeted in the Water Resources Capital Project Revenue Fund account 516-7011-01.6016. Funds in the amount of $3,271,371.00 for the construction of the sanitary sewer lines associated ...
