PURPOSE:

A resolution is needed to authorize execution of the NC Governor’s Highway Safety Program Agreement of Conditions.

BACKGROUND:

The Greensboro Department of Transportation has applied for a Governor’s Highway Safety Program funding grant to support implementation of the Vision Zero Greensboro Action Plan.  Approved by City Council in May 2019, the Action Plan provides an interdepartmental framework of action intended to significantly reduce traffic fatalities and serious injuries over time with a long term goal of zero.  The Governor’s Highway Safety Program promotes traffic safety improvements through a variety of programs including grants to local governments, and has advanced the City’s grant application to the final stage of review.

The grant will provide funding support for a new limited term engineer position and/or consultant services dedicated to implementation of the Vision Zero Greensboro Action Plan.  Work areas include management and analysis of crash data; identification of needed safety countermeasures including infrastructure, education, and enforcement needs; system level analysis of the high injury network and tracking of safety performance measures; identification of needed changes to City policies including design standards and guidelines; and promoting transportation safety for all modes. The grant would provide federal funding for one year with the ability to reapply and receive funding support for up to two additional years. The requested federal amount for federal FY 2021 is $84,835 with a local in-kind match amount of $14,971.

The City’s grant application has progressed to the final phase of the application process. To advance to the grant award stage the City Council will need to approve the enclosed resolution and authorize execution of the Agreement of Conditions.  Once that is completed the Governor’s Highway Safety Program is expected to finalize the grant award.  The final step in the grant application and award process would then be for the City execute a municipal agreement and establish a budget ordinance providing for receipt of grant federal funds. Notification of the final grant award is expected in September or October of this year.

BUDGET IMPACT:

Approval of this resolution does not require additional local funds.

RECOMMENDATION / ACTION REQUESTED:
