PURPOSE:
A resolution is needed to authorize execution of the NC Governor's Highway Safety Program Agreement of Conditions.
BACKGROUND:
The Greensboro Department of Transportation has applied for a Governor's Highway Safety Program funding grant to support implementation of the Vision Zero Greensboro Action Plan. Approved by City Council in May 2019, the Action Plan provides an interdepartmental framework of action intended to significantly reduce traffic fatalities and serious injuries over time with a long term goal of zero. The Governor's Highway Safety Program promotes traffic safety improvements through a variety of programs including grants to local governments, and has advanced the City's grant application to the final stage of review.
The grant will provide funding support for a new limited term engineer position and/or consultant services dedicated to implementation of the Vision Zero Greensboro Action Plan. Work areas include management and analysis of crash data; identification of needed safety countermeasures including infrastructure, education, and enforcement needs; system level analysis of the high injury network and tracking of safety performance measures; identification of needed changes to City policies including design standards and guidelines; and promoting transportation safety for all modes.
