PURPOSE:
The Department of Housing and Urban Development (HUD) has awarded a second round of supplemental funding through the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) that requires programming in the 2019-2020 Annual Action Plan.
BACKGROUND:
The second Substantial Amendment to the 2019-2020 Action Plan includes the following Emergency Solutions Grant Coronavirus (ESG-CV) allocation and program funding awarded through the CARES Act:
Second CARES Act Funding for the City of Greensboro ($1,880,847)
Emergency Solutions Grant CARES (ESG-CV): $1,880,847
Proposed Uses of Second CARES Act Funds:
Phase I: Homelessness Prevention in the form of housing relocation and stabilization services: $1,350,000
Phase II: The balance of $530,847 will be allocated to emergency shelter, rapid rehousing, additional homelessness prevention, and/or to new HUD-eligible activities based on the community needs.
BUDGET IMPACT:
$1,880,847 in new federal ESG-CV CARES Act grant funds will be available to prevent, prepare for, and respond to the Coronavirus pandemic in Greensboro.
RECOMMENDATION / ACTION REQUESTED:
Request that Council adopt the attached resolution to authorize the programming and use of ESG Coronavirus (ESG-CV) funding.
