PURPOSE:
As a condition of receiving federal Housing and Urban Development (HUD) formula grants funds, the City of Greensboro must submit an Annual Action Plan that outlines the implementation of annual funding. The City's Citizen Participation Plan provides requirements for public process when a substantial amendment to the Annual Plan is proposed. Neighborhood Development proposes to substantially amend the 2019-2020 Annual Plan by increasing the allocation of funds by greater than 25% of the City's current fiscal year federal allocation. Additionally, HUD has awarded a second round of supplemental funding through the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) that requires programming in the 2019-2020 Annual Action Plan.
BACKGROUND:
On May 19, City Council approved the first round of $2,082,964 in CARES Act funding and the submission of the first Substantial Amendment to the 2019-2020 Annual Action Plan. Since the first Substantial Amendment submission, the City of Greensboro received an additional allocation of $1,880,847 in Emergency Solutions Grant Coronavirus (ESG-CV) funds.
The second Substantial Amendment to the 2019-2020 Action Plan includes the following revisions to allocate supplemental funding awarded through the CARES Act:
