PURPOSE:

City Council is being requested to approve Change Order No.1 in the amount of $121,836 for Contract Number 2019-0850 to Bar Construction, Inc. for completion of Phase II Improvements at Keeley Park for the Parks and Recreation Department of the City of Greensboro.

 

BACKGROUND:

In 2006, the Keeley Park Master Plan was developed to provide recommendations for the development of the City’s former nursery site to meet the recreational needs of residents.

 

In 2018, the Greensboro’s Parks and Recreation Department was awarded a Land and Water Conservation Fund (LWCF) matching grant for Phase II park development at Keeley Park. The $250,000 matching grant will reimburse the City of Greensboro for the project scope of work that includes the installation of new fitness equipment; four cornhole courts; an open space area, bike trails (completed 2019); three shelters with picnic tables and one with restrooms; additional trails; playground renovation for inclusive play; splash pad renovation with shade structure; community garden renovation with raised beds; and an 18-hole disc golf course (completed 2019).  Other Phase II improvements will include overall site preparation, grading, and the construction of 87 additional parking spaces.

 

In 2019, the Parks and Recreation Department was awarded an additional grant from the North Carolina Parks and Recreation Association (NCRPA) for the purchase of an all-inclusive playground unit. This playground, themed “Up in the Air,” will be the largest all-inclusive playground west of Raleigh and the only one owned by the City of Greensboro once completed.

 

City Council approved Contract #2019-0850 in the amount of $2,197,000 on November 19, 2019 for award to Bar Construction, Inc. for Phase II construction.  The construction for the site began in January 2019 and the septic system was identified as needed expansion to accommodate the new increase in the restroom facility. Keeley Park is currently not serviced by City water and sewer. The change amount will include the grading and septic expansion for the project.

 

At the time of the contract award, the contract goals were MBE 10% and WBE 10% and the contractor exceeded both the MBE goal at 12.12% and the WBE goal at 12.72%. With the addition of the change order of $121,836 the contractor’s MBE and WBE participation will slightly decrease to 12.02% and 12.22% respectively. Even with the total contract increase amount to include the change order, the MWBE participation by the contractor will still exceed the initial goals set for the project. Overall, the change order will represent 13.52% of the total contract amount. See the attached memo from the MWBE Office.

 

BUDGET IMPACT:

The total contract amount will increase to $2,318,836, which includes the $121,836 change order. Funding for this contract is budgeted in account number 220-5089-01.6019.

 

RECOMMENDATION / ACTION REQUESTED:

It is recommended that the City Council approve the Change Order No.1 for Contract #2019-0850 with Bar Construction, Inc. for completion of Phase II improvements at Keeley Park in the amount of $121,836, for a total contract amount of $2,318,836.
