PURPOSE:
To extend the existing agreement between the City of Greensboro and Vines Architecture in the amount of $667,330 to complete the full schematic design portion of the design contract for the Windsor-Chavis Joint Use Facility.
BACKGROUND:
In 2016, City of Greensboro residents approved a bond referendum that provided funding for the planning and design of a joint facility to combine Windsor Community Recreation Center and Vance Chavis Library. City Council is requested to approve the professional services contract between the City of Greensboro and Vines Architecture, Inc./EVOKE Studios for the development of the conceptual and schematic designs for the Windsor-Chavis Joint Use Facility project.
On May 21, 2019, the Greensboro City Council approved the professional services contract for $1,259,500 between the City of Greensboro and Vines Architecture, Inc./EVOKE Studio for the development of the conceptual and partial schematic design of the Windsor-Chavis Joint Use Facility project. Throughout 2019, the Vines Architecture, Inc./EVOKE Studio team held a series of engagement events and opportunities for the community to participate, provide input, and develop a vision for the new joint use facility. Based on the results of over 11 events and over 4,000 votes, the design team worked through a design that would unify and incorporate both the community’s input and the needs of the Greensboro Parks and Recreation and Greensboro Public Library.
As a result of the community input and engagement, the advance planning portion of the contract has been completed and based upon the information received throughout this process, it is requested to proceed towards completion of the schematic design. The contract amendment requested for $667,330 will complete the schematic design of the project.
The MWBE office did not set goals for the professional services contract; however, prospective respondents were required to solicit and use certified M/WBEs if they were potential sources for services necessary to fulfill the contract. When City Council originally awarded this contract to Vines Architecture in May 2019, the firm was HUB certified, but was not counted as a MBE because it was outside of the Greensboro Relevant Market at the time. As a result, the initial contract amount was $1,259,500.00 and reflected a MBE commitment of 8.9% ($112,035.00). Now that the Greensboro Relevant Market has been expanded to 27 counties, Vines Architecture is counted as a MBE for City of Greensboro projects. With this in mind, the requested contract amendment in the amount of $667,300 will increase the value of the contract from $1,259,500.00 to $1,926,800.00. The overall M/WBE utilization for this contract will also increase to 100% due to Vines Architecture being a MBE prime contractor on the project. The MWBE Office letter is attached.
BUDGET IMPACT:
Funding to cover the contract amendment of $667,300, is currently budgeted in the account number 482-5001-07.5410.
RECOMMENDATION / ACTION REQUESTED:
It is recommended that City Council approve the amendment of the professional services contract with Vines Architecture, Inc. in the amount of $667,330 for a total contract amount of $1,926,830 for the completion of the schematic design of a Joint Use Facility combining the Windsor Community Recreation Center and Vance Chavis Library.
