PURPOSE:
The bids for Contract 2018-046A - Groometown Road Water Booster Station have been received. In order for the work to proceed on this contract, City Council approval is requested for award of the contract to Kiewit Infrastructure South Co. for $2,711,935.00.

BACKGROUND:
The work consists of all labor, equipment, and materials required for the addition of a water booster station to the existing Groometown Road Water Tank as well as the abandonment of an existing water booster and pipework at the Gate City Boulevard Water Tank.

The contract was originally bid on February 20, 2020, but no bids were received. The contract was then rebid on June 30, 2020, at which time four bids were received. The apparent lowest, responsible bidder for this rebid was Kiewit Infrastructure South Co. The MBE participation goal was 10% and the WBE participation goal was 9%. The contractor commitment for these goals is MBE 11.8% and WBE 17.9%, for a total of 29.7%.

The three other bids that were received did not meet goals nor Good Faith Efforts (GFE).

The proposed date for start of construction is September 21, 2020. The proposed date of completion is November 30, 2021.

BUDGET IMPACT:
Funds in the amount of $2,711,935.00 for this construction contract are budgeted in the Water Resources Capital Improvement Fund account 503-7030-08.6019. A budget adjustment is needed to use this account.
