PURPOSE:

A budget ordinance is needed to establish the budget for a new Parking Access and Revenue Control System to be installed in all City owned parking decks.

 

BACKGROUND:

On March 9, 2020, the Procurement Services Division conducted an open solicitation for the Parking Access and Revenue Control System (PARCS) through the Greensboro E-Procurement System. The PARCS contract includes the purchase and installation of all entry and exit pay stations, ticket dispensers and verifiers, pay on foot pay stations, gates, cashier stations, and the software to operate the system and manage billing for monthly customers.  The solicitation was performed under the North Carolina Statute 143-129.8, Purchase of Information Technology Goods and Services’ standards. The standard of award under this statute is to the best overall proposal, which was determined through an evaluation committee consisting of the City of Greensboro’s Information and Technology, M/WBE, and Transportation Departments.

 

BUDGET IMPACT:

The Parking Access and Revenue Control System will be funded as follows:

 

$1,267,911     545-4502-01 Parking Deck Imp Fund (Equipment, Software, and Installation)

$757,255        543-4530-01 Parking Facilities Op. Fund (Warranty and Maint. Years 3 - 10)

$2,025,166

 

A budget adjustment is needed to move funds to the correct account. 

 

RECOMMENDATION / ACTION REQUESTED:

The Transportation Department recommends and requests the approval of the attached ordinance establishing the budget for a new Parking Access and Revenue Control System for City parking decks.
