PURPOSE:

The Water Resources Department wishes to enter into a partnership to participate in stream restoration efforts in the amount of $125,000 with Piedmont Conservation Council (PCC), and its partner, Self Help, Inc.  The $125,000 will be used as matching funds towards a grant from the North Carolina Clean Water Management Trust Fund, which has been awarded to PCC in the amount of $445,500 for stream restoration work along North Buffalo Creek near the future Greenway at Revolution Mills.

 

BACKGROUND:

The Water Resources Department’s Stormwater Division is committed to promoting a culture of collaborative community involvement and environmental enhancement projects to protect property, reduce flooding, and improve water quality.  The division has partnered with Self Help, Inc. for environmental enhancements along the route of the future Greenway near Revolution Mills.  Self Help, Inc. has further partnered with PCC to apply for a grant from the North Carolina Clean Water Management Trust Fund for stream restoration work along a section of future Greenway near Revolution Mills. PCC submitted and was successfully awarded a grant in the amount of $445,500 for stream restoration work along North Buffalo Creek near the future Greenway at Revolution Mills. The local Tannenbaum-Sternberger Foundation is also participating through a cash match.

 

This project will involve the detailed design, permitting, and construction of an innovative stream corridor restoration project. The project, located on a designated Brownfields site, will include stormwater, stream restoration, greenway access, and educational elements. The completed project will restore 2,000 linear feet of dramatically impacted urban stream and implement innovative stormwater controls that will improve treatment from 45 acres of drainage area.

 

Water Resources requests to participate in the project in the amount of $125,000, which will be used as matching funds.  If approved by City Council, this project will help stabilize and enhance additional stream restoration efforts along North Buffalo Creek and the future Greenway at Revolution Mills.

 

BUDGET IMPACT:

Funds in the amount of $125,000 for this Partnership with the Piedmont Conservation Council are budgeted in the Water Resources Stormwater Capital Improvement Fund account 506-7018-02.6018 A19039.

 

RECOMMENDATION / ACTION REQUESTED:

It is recommended that City Council authorize a public enterprise agreement in the amount of $125,000 with Piedmont Conservation Council for a stream restoration along North Buffalo Creek at Revolution Mills to participate in the North Carolina Clean Water Management Trust Fund grant funded project.
