PURPOSE:

FY 2018 Federal Section 5310 Enhanced Mobility for Seniors and Individuals with Disabilities Program Funds allocated to the Greensboro Urban Area were awarded to both the City of Greensboro/Greensboro Transit Agency (GTA) and Guilford County Transportation and Mobility Services (TAMS). Unused funds from the Guilford County project will be reallocated to support additional expenses in the City/GTA project.  A budget ordinance is needed to adjust the local match requirements for each award. 

 

BACKGROUND:

In 2018, the Greensboro MPO conducted a competitive selection process for FY2018 FTA Section 5310 funding. The Transportation Advisory Committee at the June 20, 2018 meeting awarded funding to the City of Greensboro Public Transportation Division/Greensboro Transit Agency (GTA) and to Guilford County Transportation and Mobility Services (TAMS) to support eligible operating expenses. Guilford County TAMS did not fully expend their award. Therefore, unused Federal funds in the amount of $3,782 have be moved to the City project to support additional expenses. The County portion of the grant requires a 50/50 Federal to local match, while the City portion of the grant requires an 80/20 Federal to local match. The shift of unused funds requires an ordinance to correct the local matches.  The County’s local match will decrease by $3,782 and the City local match will increase by $946.

 

BUDGET IMPACT:

The City match for this grant will increase by $946. Funding for this increase will come from 2016 Transit bond account 481-4531-01.6567. A budget adjustment is required to move funds to the appropriate account. 

 

RECOMMENDATION / ACTION REQUESTED:

The Transportation Department recommends and requests that the City Council approve the attached budget ordinance amending the FY 2018 FTA Section 5310 Enhanced Mobility for Seniors and Individuals with Disabilities Grant.
