PURPOSE:
The North Carolina Department of Transportation has awarded the City the FY 2020-2021 Federal Transportation Planning Grant Funds on behalf of the Greensboro Urban Area Metropolitan Planning Organization. A budget ordinance needs to be approved by City Council to permit the expenditure of funds.

BACKGROUND:
As the lead transportation planning agency for the Greensboro Urban Area Metropolitan Planning Organization (MPO), the City of Greensboro receives annual Federal Highway Planning Grant funds (Section 104(f)PL funds and supplemental BGDA funds). These funds are administered by the North Carolina Department of Transportation (NCDOT) and are used to fund transportation planning activities, which support the MPO's Unified Planning Work Program. The MPO Transportation Advisory Committee adopted the FY 2020-2021 Unified Planning Work Program on May 13, 2020 based on a funding availability verified by NCDOT.

For FY 2020-2021, NCDOT has confirmed that $617,493 is available to cover 80% of the transportation planning expenses. A local in-kind match of $154,373 is required to leverage these funds. Therefore up to $771,866 is available for transportation planning in FY 2020-2021.

BUDGET IMPACT:
Transportation planning related activities in support of the MPO's Unified Work Program will be funded as follows:

$617,493 - Federal Grant (80%)
$154,373 - Local In-Kind Services (20%)
$771,866

The proposed budget includes $360,000 in personnel & benefits, $257,493 in management /operations, and $154,373 in in-kind services.
