PURPOSE:

City Council is requested to authorize contracts with local agencies receiving annual funding allocations and agencies selected through a competitive Response for Proposal (RFP) process to address the housing needs of residents who experiencing homelessness in our community. The proposed funding recommendations are consistent with the goals identified in the City’s 2020-2024 HUD Consolidated Plan and the FY 2020-2021 Annual Action Plan.

 

BACKGROUND:

Neighborhood Development issued an RFP on January 24, 2020 for anticipated FY 2020-2021 program funding for homelessness prevention and rapid re-housing activities. The applications were reviewed and evaluated by a team and scored based on the approved scoring criteria. The agencies recommended for funding will provide rapid re-housing, emergency shelter, and housing referral and assistance services. The agencies recommended for funding will be notified with the approval of this resolution.

 

The Neighborhood Development Department recommends FY 2020-2021 homelessness prevention funding as reflected below.

All funded agencies are tax-exempt organizations and have satisfied board member and staff training requirements for receiving FY 2020-2021 City funding.

 

BUDGET IMPACT

Federal CDBG funds in the amount of $320,000.00, ESG in the funds in the amount of $203,463.34 and Nussbaum Housing Partnership funds in the amount of $529,491.00 will be used to fund the recommended contracts.

 

RECOMMENDATION / ACTION REQUESTED:

Council is requested to authorize the City Manager to execute the contract documents for FY 2020-2021.
