PURPOSE:

The Greensboro Police Department has been awarded a 1-year grant from the Governor’s Crime Commission. The department will serve as the lead/fiscal agent of the $119,466.70 grant which will support the Greensboro Child Response Initiative (CRI) Program. The award for FY 21 is $89,474.08 and requires a 20% match. The department’s match will be $29,992.62, making the total grant award $119,466.70. The GPD will provide the match with in-kind contributions and NC Drug Excise Tax funds. To accept this award, City Council approval is requested.

 

BACKGROUND:

Competitive funds for North Carolina law enforcement and related non-profit agencies are available from the GCC on an annual basis. The GCC designates specific committees to determine the most effective methods of equitably distributing these funds across the State. The mission of the Crime Victims' Services Committee is to advocate for victims by promoting the development of effective programs that improve the response of human service professionals and the criminal justice system to crime victims.

 

The CRI  provides a coordinated community response to children (0-18 years of age) and their families who have experienced any type of trauma or violence, with the goals of (1) reducing the likelihood of child witnesses and victims becoming later violent offenders; and (2) decreasing mental health symptoms and other negative outcomes. The program has been active since 2008. The majority of CRI referrals are received from GPD patrol officers.

 

GPD will provide the match with in-kind contributions identified from City expenditure for cellphones, landline telephones and laptop leases valued at $14,206.60, as well as a cash contribution of $15,786.02 from NC Drug Excise Tax Revenue. The grant cycle is active from October 1, 2020 through September 30, 2021.

 

BUDGET IMPACT:

The City’s in-kind and cash match of $29,992.62 will leverage $89,474.08 in federal funds. The local match will consist in-kind contributions and NC Drug Tax funds for a total grant project fund of $119,466.70.

 

RECOMMENDATION / ACTION REQUESTED:

City Council approval is requested to authorize acceptance of this grant to support the Greensboro Child Response Initiative Program via Federal Grant Funds from the Governor’s Crime Commission FY 21 in the amount of $119,466.70.
