PURPOSE:

As a condition of receiving federal Housing and Urban Development (HUD) formula grants funds, the City of Greensboro must submit a Consolidated Plan every five (5) years and an application (the Annual Action Plan) on behalf of Greensboro and HOME Program Consortium member jurisdictions Burlington, Guilford, and Alamance counties. The 2020-2024 Consolidated Plan and 2020-2021 Annual Action plan is due to HUD by August 1, 2020 after City Council approval.

BACKGROUND:

The Consolidated Plan describes how the City and HOME Consortium partners plan to meet ongoing commitments and mandates using anticipated awards over the next five (5) years and the Annual Action Plan application describes how the City and HOME Consortium partners plan to meet ongoing commitments and mandates using anticipated FY 2020-2021 awards from the following sources:

 

HUD Funding for the City of Greensboro and Greensboro HOME Consortium ($4,810,948)

Community Development Block Grant (CDBG): $2,260,258

Emergency Solutions Grant (ESG): funding to assist homeless persons secure permanent housing: $195,930

Housing Opportunities for Persons With AIDS (HOPWA): $533,970

Home Investment Partnership Program (HOME) - The City of Greensboro is the administrative agent for HOME Investment Partnership Program funds for the City of Burlington and Alamance and Guilford counties:

        Greensboro:  $1,252,639

        Burlington:     $254,689

        Guilford County:  $165,196

        Alamance County: $148,266

 

Proposed Uses of HUD Funds and Estimated Program Income:

Section 108 Loan Re-payment: $444,365 (principal, interest, and prepayment - CDBG)

Program Administration: $577,317 CDBG & HOME ($452,052 CDBG; $125,265 HOME)

Fair Housing Activities: $18,500 (CDBG)

Citywide Housing Rehabilitation: $585,341 (CDBG)

Redevelopment Area Activities: $80,000 (CDBG)

Neighborhood Reinvestment: $100,000 (CDBG)

Infrastructure Redevelopment: $350,000 (CDBG)

Public Facilities Improvements: $60,000 (CDBG)

Emergency Shelter: $120,000 (CDBG)

Homelessness Prevention: $403,463 CDBG & ESG ($200,000 CDBG; $203,463 ESG)

Affordable Housing Development: $877,375 (HOME)

Homebuyer Assistance: $350,000 (HOME)

Housing Assistance for Persons with AIDS: $533,970 (HOPWA)

 

BUDGET IMPACT:

$4,810,948 in new federal HUD grant funds, $7,533 in prior year ESG funds, and an estimated $250,000 in program income will be available to address affordable housing, economic development, and community revitalization needs in Greensboro.

 

RECOMMENDATION / ACTION REQUESTED:

Request that Council conduct a public hearing to receive comment on the proposed 2020-2024 Consolidated Plan and the proposed FY 2020-2021 Annual Action Plan application, and adopt the attached resolution to authorize submission of federal program plans and funding application to HUD.
