PURPOSE:
The City of Greensboro has received funds from the Federal Transit Administration (FTA) to support eligible expenses under the Coronavirus Aid, Relief, and Economic Security (CARES) Act. A budget ordinance needs to be approved to allow the expenditure of funds.

BACKGROUND:
Under the CARES Act, FTA allocated $25 billion to recipients of urbanized area and rural area formula funds. CARES funding is available to support capital, operating, and other expenses to prevent, prepare for, and respond to COVID-19. Operating expenses to maintain transit services and to pay for administrative leave for transit personnel due to the emergency incurred on or after January 20, 2020 are also eligible.

Under a Transit Resource Allocation Plan, updated on January 22, 2020, the City allocates a portion of its annual FTA Section 5307 and 5339 apportionment to the Piedmont Authority for Regional Transportation (PART) and Guilford County Mobility and Transportation Services (TAMS). The City of Greensboro was apportioned $14,211,786. Of this, $1,700,000 is allocated to PART and $95,000 to TAMS. PART is an FTA Designated Recipient and thus, enters and administers their own FTA applications. Guilford County is a sub-recipient of the City.

BUDGET IMPACT:
The grant is 100 percent federal and does not require local matching funds. The funds will be allocated as follows:
