PURPOSE:
City Council is requested to approve contract 2017-004A, change order 1 with Muter Construction, LLC for the renovation of the J. Edward Kitchen Operations Center customer service area due to COVID-19.
BACKGROUND:
Contract 2017-004A was awarded to Muter Construction, LLC, in the amount of $5,212,350 on December 18, 2018 to renovate portions of the J. Edward Kitchen Operations Center and the warehouse portion of the Soabar Building. Construction was nearly complete when the COVID-19 pandemic changed the way that the City conducts business with the public. Though the customer service area was not planned to be part of the renovation, it was determined that changes were needed to create more space for customer social distancing and installation of glass barriers between customers and employees to allow for safe business transactions where social distancing isn’t possible.
Muter Construction LLC, a local WBE contractor, prepared a proposal in the amount of $270,828 to complete the additional work. The original contract’s subcontractor commitment was MBE 8.1% and WBE 15.70%. With this change order, the overall MBE utilization will increase to 8.2% and the WBE utilization will decrease to 15.62%. Muter Construction continues to be in compliance with the M/WBE requirements of the contract.
BUDGET IMPACT:
Funding in the amount of $270,828 for this change order is budgeted in the Water Resources Capital Improvement Fund account 503-7028-08.6019 A19137. A budget adjustment is needed to use this account.
RECOMMENDATION / ACTION REQUESTED:
Water Resources is requesting that City Council approve contract 2017-004A, change order 1 with Muter Construction in the amount of $270,828 and the associated budget adjustment.
