PURPOSE:

The Field Operations Department is responsible for providing a means to transfer and transport the City generated solid waste to approved disposal facility. In order to safely conduct this task, the City uses two pit scales at the transfer station. Under this RFP, the Proposers are to inspect the existing scales, evaluate the condition of the scales and all components, and propose a solution to lengthen the life of the scales and the load cells. This shall include, at minimum, replacing the current electronic load cells with hydraulic load cells, repairing/replacing any existing damaged checking, adding additional checking, relocating the truck scale data management system, updating the truck scale data management system, replacing the digital weight displays, repairing/replacing any damaged steel components, and providing a 3-year warranty and O&M services.

The contract value is greater than $100,000, which requires City Council approval. The Department plans to award the contract to Leak and Associates, Inc. to complete the installation before the end of calendar year 2020.

BACKGROUND:

The existing Transfer Station was constructed in 2005. The Transfer Station has two pit scales located directly below the Transfer Station tipping floor. Both scales are Fairbanks - Talon 6010 Series installed in 2005. The scales are used to weigh trucks as they are loaded with waste dropped from the above tipping floor. The waste is loaded and compacted into the trucks while they are on the scales by loaders and excavators.

Due to the operating environment in the Transfer Station, there has been significant rusting and corrosion of the steel components of scales, specifically the checking, supports, and anchoring, which has resulted in increased sway of the scales. The scale movement combined with the impact from the top-loading process of the trucks on the scales has impacted the load cells life.  Additionally, the scales are becoming increasingly difficult to clean and maintain which is resulting in safety and performance concerns along with the continued increase in repair costs.

The City held a total of four pre-bid meetings on various dates and required interested companies to attend a minimum of one of these meetings at the Transfer Station provide prospective bidders an opportunity to tour the facility and evaluate the existing condition of the pits and existing infrastructure and associated construction limitations.
