PURPOSE:
A resolution is needed to authorize an amended agreement with Kimley-Horn for professional services associated with the purchase and implementation of a new Parking Access and Revenue Control System (PARCS) for parking decks. Contract# 2018-5014

BACKGROUND:
Transportation staff is currently in the procurement process for the purchase of a new parking access and revenue control system (PARCS) to be installed in the four current City-owned parking decks as well as in the new City decks. The PARCS includes all entry and exit pay stations and ticket verifiers, pay on foot pay stations, gates, cashier stations, and the software to operate the system and manage billing for monthly customers.

Utilizing the department's on-call contract with Kimley-Horn, staff entered into an agreement in February 2018 for professional services associated with this project. Those services included preliminary survey of the decks and evaluation of needs, preparation of the functional specifications, and assistance/input throughout the bid process. Staff is seeking an amendment to that agreement for Kimley-Horn to provide project administration services and systems acceptance testing during the implementation of the PARCS. City Council approval is required as the amended agreement will increase the contract total from $77,500 to $132,500.
