PURPOSE:
Water Resources requests City Council ratification of an emergency contract with KRG Utility Inc. in the amount of $ $337,527 authorized by the City Manager under emergency conditions to remove and replace/repair a deteriorated 12-inch sanitary sewer main that conveys wastewater underneath Interstate 40 that was threatening to undermine the roadway.
BACKGROUND:
The City of Greensboro Water Resources Department experienced sanitary sewer overflows as the result of a deteriorated cast iron sewer main running under I-40, parallel to Wendover Ave. Removal and replacement/repair of the deteriorated 1,100 linear feet of 12-inch sanitary sewer main that conveys wastewater underneath Interstate-40 was required. The 800-foot span of pipe was found to be severely corroded, restricting flow and causing capacity and debris related overflows. Water Resources forces installed a temporary 6-inch sanitary sewer bypass line through an adjacent 72-inch storm drain, which provided short-term relief from possible overflows, but continuous pumping was required to maintain flow and prevent additional overflows.
In accordance with City Code of Ordinances, Section 2-90, the City manager may contract for amounts in excess of his approval authority in the event of an emergency, with notification and ratification by City Council. KRG Utility, Inc. was chosen because of the company's extensive experience with sanitary sewer rehabilitation contracts, and they were available to perform the work within the timeline needed....
