PURPOSE:
As a condition of receiving federal Housing and Urban Development (HUD) formula grants funds, the City of Greensboro must submit an Annual Action Plan that outlines the implementation of annual funding. The City's Citizen Participation Plan provides requirements for public process when a substantial amendment to the Annual Plan is proposed. Neighborhood Development proposes to substantially amend the 2019-2020 Annual Plan by increasing the allocation of funds by greater than 25% of the City's current fiscal year federal allocation. Additionally, HUD has awarded supplemental funding through the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) that requires programming in the 2019-2020 Annual Action Plan.

BACKGROUND:
The Substantial Amendment to the 2019-2020 Action Plan includes the following revisions to an existing FY 19-20 project and to allocate supplemental funding awarded through the CARES Act:

CARES Act Funding for the City of Greensboro ($2,082,964)
Community Development Block Grant CARES (CDBG-CV): $1,329,635
Emergency Solutions Grant CARES (ESG-CV): $675,621
Housing Opportunities for Persons With AIDS CARES (HOPWA-CV): $77,708

Proposed Uses of CARES Act Funds:
Rapid Rehousing: $675,621 (ESG-CV)
Eviction Prevention Pilot Program: $100,000 (CDBG-CV)
Emergency Shelter Costs: $266,000 (CDBG-CV)
Employment Training: $100,000 (CDBG-CV)
Homelessness Prevention in the form of rental, mortgage, and utility assistance: $863,635 (CDBG-CV)
