PURPOSE:
A resolution is needed to authorize an interlocal agreement with PART for M-0533CE: Piedmont Triad Regional Model Household Travel Survey.
BACKGROUND:
NCDOT and the City are in process of executing a municipal agreement for the City to receive a federal and state reimbursement grant from NCDOT to administer the Piedmont Triad Regional Model Household Travel Survey Project in FY 2021. The purpose of the project is to collect travel information needed for an update of the regional travel demand model that the City, the MPO, NCDOT, and regional partners rely on for estimating future traffic flows on area roadways. The specific tasks needed are: to perform the development of survey sample plan, survey instruments and data collection procedures; to conduct main survey; to validate the survey data through quality control procedure; to perform weighting and expansion; and to write a final report and deliverable.
Under this agreement, the City will administer the project with the assistance and contributions of PART. This interlocal agreement establishes the terms of the assistance and contributions that PART will provide.
The City will be responsible for project oversight, including the review and approval of all expenditures, the solicitation and contracting with a third-party contractor to conduct the survey work, and invoicing NCDOT for federal and state reimbursements and PART for interlocal reimbursements under the Piedmont Triad Regional Model Work Program cost sharing provisions. PART will be responsible for day to day project management, and for providing 70% of the required local matching funds for the project.
Under a separate Municipal Agreement NCDOT will provide 90% funding reimbursement with the City being responsible for the 10% local match. PART will provide the City with reimbursement for 70% of the local funding match required under the municipal agreement, currently estimated at $50,470. The City will be responsible for 30% of the local funding match, currently estimated at $21,630.
