PURPOSE:
A resolution is needed to authorize a municipal agreement with NCDOT for M-0533CE: Piedmont Triad Regional Model Household Travel Survey.
BACKGROUND:
This municipal agreement provides for the City to receive federal and state funds from NCDOT to administer the Piedmont Triad Regional Model Household Travel Survey Project in FY 2021. The purpose of the project is to collect travel information needed for an update of the regional travel demand model that the City, the MPO, NCDOT, and regional partners rely on for estimating future traffic flows on area roadways. The specific tasks needed are: to perform the development of survey sample plan, survey instruments and data collection procedures; to conduct main survey; to validate the survey data through quality control procedure; to perform weighting and expansion; and to write a final report and deliverable.
The City will administer the project with the assistance and contributions of PART. Under the Municipal Agreement NCDOT will provide 90% funding reimbursement with the City being responsible for the 10% local match. Per a separate Interlocal Agreement, PART will provide 70% of the required local match or 7% of the overall funding.
BUDGET IMPACT:
Funding for this project will be as follows:
$576,800 Federal Grant (80%)
$72,100 State Grant (10%)
$50,470 Local Government Grants (7%)
$21,630 2008 Transportation Bond Funds (3%)
$721,000
City matching funds will come from 2008 bond fund account 471-4502-23.6220. A budget adjustment is needed to move funds to the correct account.
