PURPOSE:

The City of Greensboro Water Resources Department is requesting to enter into a professional services contract with WithersRavenel, Inc. to provide inspection services for the City of Greensboro Stormwater Culvert Inspection Project.

 

BACKGROUND:

This project consists of the inspection of approximately 609 culvert locations throughout the City.  These culverts are inspected on a 5-year cycle with the last inspection being completed in 2015.  The purpose of the contract is to provide inspection of each culvert barrel and offer recommendations for repair activities versus replacement options. These culverts are an integral part of our transportation network with any potential failures causing significant impacts to the motoring public. Work under this contract consists of project management and administration, inspections, preparation of recommendation for repair versus replacement options, collection of GIS data, reporting and additional related services.

 

The professional services of WithersRavenel, Inc. are recommended for this project. The design team for the overall contract includes the Alpha & Omega Group, Simpson Engineering and Associates (MBE) and CH Engineering, PLLC (WBE).  CH Engineering, PLLC will serve in a mentor/protégé arrangement under the Alpha and Omega Group.  WithersRavenel will provide the project coordination, GIS data delivery and QA/QC for the project. The Alpha and Omega Group will serve at the lead inspection group having extensive experience in providing culvert inspections for NCDOT.   Simpson Engineering and CH Engineering will provide additional inspection teams to complete the project within a 13 month timeframe.  The MBE participation of the overall contract is 16.82% of the contract amount and the WBE participation of the overall contract is 5.66%.  Total M/WBE utilization is 22.48%.

BUDGET IMPACT:

Funding is budgeted in Water Resources Capital Improvements Fund account 506-7019-03.5413 in the amount of $579,752.51.  A budget adjustment is needed to use this account.

 

RECOMMENDATION / ACTION REQUESTED:

The Water Resources Department recommends City Council approve the professional services contract with WithersRavenel, Inc. in the amount of $579,752.51 and associated budget adjustment.
