PURPOSE:

LJB Inc. is being requested to provide assessment, design, training, and construction phase services for the replacement of the fall protection systems throughout various Water Resources facilities. City Council approval of a contract in the amount of $272,650.00 is requested.

 

BACKGROUND:

The City of Greensboro Water Resources Department had an initial assessment done to evaluate the safety of the fall protection systems within the above-ground water storage tanks.  During this initial assessment it was determined that the City needed to replace these safety systems.  The City has also identified other areas where fall protection systems are needed and/or need to be replaced.  This contract is for replacing the fall protection systems in ten above-ground water storage tanks, three atypical vaults, one distribution chamber, and one typical sewer lift station. 

 

The Water Resources Department issued a Request for Proposals (RFP) on November 18, 2019 for fall protection system services.  Two firms submitted by the December 16, 2019 deadline.  A selection committee comprised of internal Water Resources representatives, an external department representative and a representative of the MWBE office, evaluated and scored the proposals submitted by each firm. The committee evaluated the submissions based on the understanding of the requested design/engineering services, experience in the requested services, responsiveness to the request, availability of staff to perform the work, and M/WBE participation. LJB, Inc. received the highest score. 

 

LJB, Inc. will provide an initial site assessment of installed systems/components, design and engineering services for replacement systems, staff training on the selected fall protection system/equipment including PPE, contract bidding support services, bid evaluation, and construction/installation management services. Construction management services include construction oversite to ensure compliance with 29 CFR Part 1910 Subpart D &I and ANSI Z359 fall protection systems.  BB Foster, PC, a local MBE, is included on the project team and their utilization is 9.81% of the contract amount.

 

BUDGET IMPACT:

Funding for this $272,650.00 project is budgeted in the following Water Resources Operating Budget accounts: $163,650.00 from 501-7024-01.5410, $54,500.00 from 501-7056-01.5410, and $54,500.00 from 501-7071-01.5410. 

 

RECOMMENDATION / ACTION REQUESTED:

The Water Resources Department recommends and requests that City Council approve the contract with LJB Inc. in the amount of $272,650.00.
