PURPOSE:

A resolution is needed to authorize award of Contract Number 2020-028 to Bar Construction, Inc. for the construction of the Greensboro Transit Agency (GTA) Ticketing, Call Center, and Waiting Area Renovation at the J. Douglas Galyon Depot for the Greensboro Transportation Department.

 

BACKGROUND:

The J. Douglas Galyon Depot is insufficient for GTA's current ridership level. Since its initial renovation into a multi-modal transportation center in 2003, annual ridership has increased from approximately two million to over four million rides/year. The number of employees at the Depot has also risen, putting a strain on the customer service and operator's lounge areas of the Depot. A feasibility study was completed in June 2015 to analyze the GTA spaces within the Depot and determine a plan of reconfiguration to enhance efficiency and utility.

 

The Department of Transportation successfully received funding through the 2016 FTA Section 5339b Bus and Bus Facilities Discretionary Grant program to begin implementing the study. These funds will be used for renovation of the GTA Ticketing, Call Center, and Waiting areas of the J. Douglas Galyon Depot. Specific improvements include expansion and relocation of the operator's lounge, staff offices, and customer waiting area and restroom facilities. A new 'concierge style' ticket counter and call center and security station will be centrally located to enhance convenience and visibility. Clark Patterson Lee has completed architecture and engineering design work for this project. 

 

The construction phase of this project was bid three times. The first bid event took place in June 2019. Only one bid was received. Per city policy, the sole bid was not opened and the project was put back out for bid in July 2019. Two bids were received during this bid event, however both bids exceeded the budgeted project amount. In addition, the bids did not include the required Builders Risk Insurance and could not be accepted. As the project was being prepared for a third bid event, a flood occurred in the building on July 31, 2019 due to roof failure during a significant rainfall event. The renovation work was put on hold until funding could be obtained for roof replacement over the portion of the building to be renovated. Clark Patterson Lee prepared a third bid proposal including this roof replacement.

 

With additional funding secured from NCDOT, the construction phase of the project was re-bid in February 2020. Four bids were received. The lowest responsive bid was Bar Construction, Inc. with a base bid of $1,335,000. Other bids included:

 

S and S Building Development: $1,362,345

Simcon Company: $1,485,000

Central Builders: $1,600,000

 

Because this project is funded with Federal Transit grants, the process is required to comply with the Disadvantaged Business Enterprises (DBE) Program which supersedes the City M/WBE Program.  In accordance with the DBE good faith efforts guidelines, Bar Construction, Inc. made good faith efforts to solicit DBE participation, including advertisement in the Greater Diversity newspaper and direct solicitation of bids to subcontractors listed on the State of North Carolina DBE directory and the City of Greensboro MWBE database. Bar Construction, Inc. intends to utilize electrical subcontractor SSMC to meet the 5% DBE goal set for this project.

 

BUDGET IMPACT:

The total project cost is $1,335,000. Funding for this contract is budgeted in GTA Grant Fund account 567-4518-01.6019 A18070. 

 

RECOMMENDATION / ACTION REQUESTED:

Transportation staff recommends and requests approval of the attached resolution awarding a contract to Bar Construction, Inc. in the amount of $1,335,000 for construction of the GTA Ticketing, Call Center, and Waiting Area renovation in the J. Douglas Galyon Depot, Contract 2020-028.
