PURPOSE:

To extend the existing agreement between the City of Greensboro and Natural Science Center of Greensboro, Inc. (NSC) in the amount of $385,990 for Phase I Development of Battleground Parks District (BPD) to include construction document development and construction administration.

 

BACKGROUND:  

On November 8, 2016, City of Greensboro voters approved a Parks and Recreation bond referendum in the amount of $34,500,000 and of that, $5,000,000 was allocated for the initial development of the Battleground Parks District (BPD). 

 

On July 17, 2017, City Council approved a contract in the amount of $615,000, which provided funding toward schematic and design development of Phase I and parking lot expansion to support the Science Center and the BPD.  The parking lot expansion project was completed in 2018 and the conceptual designs depicting Phase I elements, which include enhancements to the hillside between Country Park and the Science Center, a sky walk and zip line, promenade, corporate shelter, and other amenities, were completed in January 2019.  On April 14, 2019, City Council approved a contract amendment in the amount of $381,650 for the design development of Phase I, which has been completed, and for the schematic design for Phase 2 of the BPD, which is nearing completion and would result in an updated overall master plan for the site. 

 

With approval of this agenda item and contract, the City will reimburse NSC for approved expenses for the construction document development and construction administration for BPD Phase I in an amount not to exceed $385,990, for a total reimbursement contract of $1,382,640.

 

While this project is managed by an outside third party, contract amendments are routinely reviewed by the MWBE office to ensure efforts are made to include qualified MWBE vendors.  Lindsay Architecture has a 23% WBE commitment.

 

BUDGET IMPACT

Parks and Recreation Bond Funds in an amount up to $385,990 will fund these improvements and is budgeted in account number 482-5001-06.5410.

 

RECOMMENDATION / ACTION REQUESTED: 

It is recommended by the City Manager’s Office that City Council approve the attached resolution authorizing this agreement amendment and funding in an amount not to exceed $385,990.
